We are an entirely on-premise organization without any cloud or *365 accounts or apps, and it has to stay that way. I have an Exchange 2019 server with OWA (or whatever it's called now) working fine. The one thing I can't seem to figure out is how to get shared calendars to show up in Outlook Mobile for either IOS or Android. There's some mention of it only working for O365 accounts. I can see the shared calendars from OWA and desktop Outlook fine.

How can I access shared calendars from a mobile device without any 365 accounts?

For Outlook for mobile app, it's only supported to view and edit shared Office 365 or Outlook.com calendars. At present, it's not available to add shared calendar of on-premises Exchange mailboxes from Outlook mobile app. You can check this for more details: Outlook for iOS and Android is adding your most requested calendar features.

You also can post your requirement to Outlook UserVoice, Microsoft team and more people with the same requirements will pay attention to it.

    Hi,
Are you using outlook for ios? If so, open calendar view. At the top left corner, you can try adding the shared calendar as shown below

I am not completely sure, if it works for on-premises. But suggest you to test this

Only works if both mailboxes are in 365:

The improvements are planned only for calendars shared between people using Exchange Online. There are no changes to shared calendars when one person's calendar is hosted in Exchange on-premises.
