Can a user set a "Never Delete" policy on their Inbox?

Hello Experts,
hope you are doing well.

Can a user set a "Never Delete" Policy on their main Inbox just like they can do it on individual mails/folders as per this documentation:

The above is for the OWA outlook, but the Outlook App is similar. How can it be done in both?

Would that setting technically download all of the emails and retain them forever in Outlook App for example:

If the end user can not do it by default is there any admin configuration that needs to be done in order to achieve the goal?

    There is no policy to do that. You would have to create it as an admin.

    By default, those messages will just stay there forever unless you implement a policy of the user deletes them.

    You mean can a user or admin prevent emails from being deleted in their mailbox? No that is not possible.

    Even with a retention / in hold policy, items can be deleted, it just means they are saved and searchable even if "purged.
