When I navigate to my audit logs for my app service using B2C authentication, it is not logging the sign ins that run from my local machine.
When I sign in through the URL in the azure portal for my web app, it shows in the logs.
Do the logs not support the first type of sign in?

Regardless of the environment you should see a similar entry to this one in the Azure B2C (not users node) Audit logs:

Thanks for your response. I can see the log data only when I sign in through the azure portal URL. I also assumed that the environment wouldn't matter, but all the sign in attempts through my local environment has not been logged.
Would there be something configured in my local code base that could be preventing it from being logged?
And is there some other place I can navigate to that also logs this information?

None that I'm aware of. And yes there's another place. Please login into Graph Explorer using an admin account and do a GET request to this URL:
https://graph.microsoft.com/v1.0/auditLogs/directoryaudits?$filter=category eq 'Authentication' and loggedByService eq 'B2C'
Look for entries with the follwing values:
