RRAS not allowing VPN clients to access network

Question

I have setup a site to site VPN connection between an on premises lab environment and Azure, using Windows Server 2019 RRAS. PCs on my on-premises network are able to ping Azure VMs with no problem. However, the Azure VMs are able to ping my RRAS server (which resides on premises), but cannot ping any of the other machines on my on premises network. I have temporarily disabled all of the firewalls. I feel like I am probably just missing a static route, but that is only a guess. Any help would be greatly appreciated.

For Local lab VMs
ROUTE ADD 10.10.10.0 mask 255.255.255.0 172.16.1.56 metric 2 -p
For Azure VMs
