I login using my work email and I'm trying to access my company eDiscovery but not sure why I'm getting Unathorized-401. it also said approval required and I already submit approval request but not sure who in my organization can give me the permission.

You seem to have not consented to one of the required permissions. On Graph Explorer, click on Modify Permissions(Preview) and click consent to any of the permissions.
If you have consented and still getting the error then its an issue specific to your user role or tenant in which case creating a support request will help.
