OpenGL ICD Development Kit

According to https://learn.microsoft.com/en-us/windows-hardware/drivers/display/loading-an-opengl-installable-client-driver if you want to develop an OpenGL installable client driver (ICD) you shall contanct the OpenGL Issues team at opengl@microsoft.com.

However whenever I send an E-Mail to that address I receive following error:

I tried sending from different Mail accounts/servers but it keeps failing me with the above error message.
Is there any other way to contact the OpenGL issues team or to obtain the OpenGL ICD DevKit?
