MDM Terms of Use Error... But we don't use Azure?

One of my colleagues in the US is having issues setting up a laptop for a new user. Normally we just create a local account & then link the work account, but my colleague receives the attached error. We've spoken to the person who sets up the emails for us & they seem fairly certain that we don't use Azure, so not really sure what we're supposed to do as no one has access to Azure as far as we're aware. Any suggestions would be much appreciated...

    @C Brown Thanks for reaching out.

    Normally this error means that the user doe snot have the License required for enrollment. The screenshot seems to be from OOBE setup and resembles with Autopilot process in Intune. If you are not using the Intune service or Auto-enrollment then you should not be seeing this.

    But I doubt that there is something else might be going on here, to check further we would need more details about the user who is facing the issue. You would need to verify the Azure AD portal for devices that are joined and see if they are also being managed by any MDM.

    My client had the same error.

    On investigation it looked like he had a trial of Intune in the past that had lapsed and left behind the need for devices to enrol in MDM.

    The error was resolved by Disabling "Microsoft Intune" in the tenants Active Directory>Settings>Mobility
