Cannot reset any password in the organization including the owner's one

Hello!
We are currently struggling with an issue when working with external organizations in the Microsoft 365 ecosystem. When some of our employees are invited by an external organization, they cannot access their accounts by company email. On the other hand, when they try to reset the password, it shows that only admins of our organization can change the password.
The problem is that there's one admin, but he cannot reset his own password. Even when he tries to go through the password reset procedure and at some point he has to contact the technical support, he gets an error saying that "the resource you have requested is not found" with id weu#815c9fc7-78d3-4631-9912-cac2f26792ba and error code 0.
Is there any other way to reclaim the workspace by someone else or reset the admin's password?

- Are the users synced from on-prem AD or they are cloud-only users?
- Are you using Azure Portal (Azure Active Directory > Users > TargetUserAccount > Reset Password) to reset the password?
- Have you tried enabling SSPR and try resetting the password using https://aka.ms/sspr ?
- Please check the Sign-in and Audit activity logs to see if there are more error details.

Cloud-only users Since our admin cannot log in, he is not using Azure to reset his password. The host organization to which we were invited cannot reset our passwords in Azure. We tried, the message is "You can't reset your own password because password reset isn’t properly set up for your organization. You must contact your administrator to both reset your password and to check your organization’s setup." while our only administrator gets the following message (translated from Polish): "You cannot reset your password as the registration for resetting the password was not performed. If you cannot log in, contact your administrator to reset your password. If your organization don;t have other administrators, contact our tech support". And contacting tech support doesn't work (with the message "the resource you have requested is not found") Administrator cannot log in and see the activity logs.All the best,

2021-11-10T15:18:25.42+00:00 Hi @Marek Tatara • Sorry for the delay in response. If the admin is not able to login, there is no option other than opening a support ticket. Once the support ticket is opened, data protection team gets engaged, who can unblock you after some evidence of your tenant ownership is provided by you. You can open a support request by calling at Global Customer Service phone numbers
