Office.context.ui.openBrowserWindow is undefined for outlook web addins with restricted permission

Office.context.ui.openBrowserWindow is coming as undefined with restricted permission of outlook add-ins.

If I set "ReadWriteItem" permission Office.context.ui.openBrowserWindow is working fine.

Is this expected?
