Help: ASP cannot read access database in windows2019 server core environment

Recently, I encountered some problems while maintaining an old ASP project. I asked for help:

In the Hyper-V environment, the system OS is "windows 2019 server core data center version, windows 2019 Server Core Standard Version"
After installing IIS and deploying the ASP project website, it was found that ASP could not read the database

ASP program can run normally, that is, the database can't read and write, and it seems that there is no problem with viewing permissions
However, under the GUI version of windows 2019 server (Data Center / Standard Version), ASP can read the database. Why?

The above environment has been repeatedly installed and tried several times, all of which are the same. Only when the GUI version is normal, the core version has problems

PS:
In the GUI version of 2019 server and the core version, IIS is installed with the same command line as the core version, so there is no difference in the installation mode. Moreover, the "enable 32-bit application" option of the ASP project application pool is set to true.

ASP program is the same program, without any change. The database of ASP program is access database
