Thunderbolt 3 Ethernet not working after windows 1809

It would seem that from 1903 onwards, thunderbolt 3 networking has been broken in Windows 10, still broken in Build 2004. We have a QNAP TVS-872XT NAS, we see about 1000mbps write and 1400mbps read on our 13" Mac Book Pro. We have two Windows 10 PC's with thunderbolt, one Ryzen, one Intel, both tested with an external thunderbolt drive with 2m active cables get's 1.4gbps read and 1000+ write speeds.

It's not the cables, both are tested and pass because of the external thunderbolt drives and speeds.
It's not the NAS because it works perfectly with the Mac Book Pro.
It's not the Thunderbolt cards on Windows because they work with the external thunderbolt drive.
It seems to be Thunderbolt Ethernet, it's fundamentally broken, 65mbps transfer speeds copying from, and trying to copy to it drops to 0mbps and then nothing.

I'm at a loss, I don't think there is much more I can test or try, both windows machines have exactly the same problem, clearly, thunderbolt 3 networking on windows is now broken, is there a hotfix available.

If this issue is urgent, I would also suggest you contact Microsoft Customer Support and Services where more in-depth investigation can be done so that you would get a more satisfying explanation and solution to this issue.

    It should be easy to test in your labs.
    Just get a copy of this: "Thunderbolt™ Networking Bridging and Routing Instructional White Paper", Intel, Circa 2014, widely available in Internet.

    Test those use cases. They don't work in Win 2004 and others couldn't get them to work after 1809.

    Can someone from MS do this?

    TB3 Networking is a big deal.

    Given the number of people that have exactly the same problem, I counter this is very simple to reproduce, use a QNAP NAS with thunderbolt 3, windows 10 build greater than 1803, copy a file to and from the NAS and you will reproduce the issue, I've reproduced it on 3 windows 10 computers now. Clearly, it's not something we're able to fix ourselves as it's working in 1803 and breaks after 1809. Anyone with this issue has little choice but to switch to 10gbe or switch to OSX and Mac, it feels like creators aren't Microsoft's priority. It's still broken in build 2004 for reference.

    My example to implement what Intel said in it's own White Paper is a test of just what Win 10 can do or not to implement TB3 Networking as advertised. I think the answer is = nothing unless MS can implement that White Paper.
