Unable to control with Endpoint DLP policy

Question

Hi All

I turned on device monitoring in the Microsoft 365 Compliance Center and created a DLP policy for device.
It defines the following controls for files with confidentiality labels applied.

・Copy to USB removable media "block the action with allow override"
・Print "block the action with allow override"
・Copy to Clipboard "block the action with allow override"

However, there is no control and the user can perform actions such as printing.

I would like advice on possible causes.
