There is a lot of folders and subfolders on 3-4 levels ; maybe 1400 folders.
Based on my experience, 1400 folders are quite a large amount for Outlook desktop client running in cached mode. While it's not necessary that every Outlook client will be affected as other factors like hardware configurations are also involved, but indeed, this large number of folders may lead to Outlook performance issues like folders not displaying correctly. With the above being said, please try adjusting the "Mail to keep offline" setting to reduce the caching period and see if there would be any improvement.
In case the issue persists, personally I'd suggest considering using online mode on the new computer instead.
