Error on exporting updates to Active Direcitory security group

We're getting the following error when exporting updates to a group in one of our AD domains:
0000054F: SvcErr: DSID-031A1254, problem 5003 (WILL_NOT_PERFORM), data 0
Reports of this error on the web come from people trying to create/update users in AD with passwords and not correctly enclosing the pw in quotes. That doesn’t seem to line up with updating AD group membership, which is where MIM is raising this error.
Any ideas on what might be causing this in our case? i'm a bit stumped
