It seems the issue is caused by some firewalls were blocking downloads. We could review the traffic logs using Wireshark to try and get a better idea of what was happening at the network level, and solve this issue with the network colleague.
Here is the similar post, the original issue was caused by the company firewall, it had some antivirus or packet inspection enabled. Disabling all packet inspection/AV could be solved the issue.
