Benefit of Visual Studio is being mis applied to wrong tenant

Our MS365 office benefit is being applied to wrong domain ..
in 2021 upon renewal, upgrade to E-5 became available, we created E-5 tenant to explore possibility to upgrade, but since it was all manual work with no real benefit, we decided to not proceed, deleted that tenant to keep our years old E-3 benefit.
Now our old E-3 License / benefit is is not being renewed automatically and gets disabled periodically.
How can we get it fixed?

    As your issue is not related to Visio desktop client, but is realted to the benefit of Visual Studio and the subscriptions of Microsoft 365 which are not supported on Q&A forum currently.
