Windows Feature Update stops after first reboot

Hello,
I'm updating a number of workstations from 1709 to 1909, I apply the Feature Update, from SCCM, for this.
This worked OK for all till the last workstation.

On this one workstation the update stopped after the first reboot, after the Feature Update was installed. (where it says Restart after the installation has finished).
After this reboot, normally different progress windows will appear, and a couple of reboots will happen.

Nada on this one. When I restart, it comes back in to1709. The installation, according to SCCM's Software Center, has finished.
The first day, when trying to reboot, it showed, yesterday, Update and Restart, plus Update and Shutdown.
Today, after I left it off for the night, the Update and Restart shows only Restart etc.

The version is still 1709, the hidden folder $WINDOWS.~BT is also their with the new 1909 prepared and waiting (I guess).
How can I kick this to have it continue the installation, it is so close, it is normally probably only moving the NewWindows folder and renaming the current one to .old etc.

I've done some things, SFC, DISM command lines, empty SCCM cache, delete the SoftwareDistribution folder...

    Hi Andy,

    Are there any error code appeared on screen or recorded in Event Viewer\Windows logs\setup, system?

    Please check if any error code recorded in setup*.log(C:\$WINDOWS.~BT\Sources\Panther) (hidden by default).

    Boot failures on first boot most likely caused by device drivers. So try to disconnect all peripheral devices except for the mouse, keyboard, and display. Try to obtain and install updated device drivers from device manufacturer website, then retry the upgrade again to check.

    Hi,

    Please help try to remove any anti-virus or any other incompatible software, then try upgrading again.

    1. The first easy troubleshooting step we can do at this point is to launch setup.exe from the hidden C:\$WINDOWS.~BT directory. After going through the first screens, the setup will warn us about those incompatible apps.
    2. If we don't want to run the setup.exe, we can refer to the hidden C:\$WINDOWS.~BT\Sources\Panther\CompatData[date-time].xml. We’ll have a couple of Compatdata.xml files, usually, the most recent one will contain the information you need. Please check if there is a faulty application and give setup the instruction to stop.
    3. Follow below steps to delete cached files, then try upgrading again:
      a. Empty the SCCM Cache
      b. Delete the content of C:\WINDOWS\SoftwareDistribution\Download folder
      c. Delete the C:\$WINDOWS.~BT folder (hidden)
      d. Initiate a Software Update Deployment Evaluation Cycle and Software Update Scan Cycle
      e. Wait a couple of minute for the scan to complete and retry the deployment
