User Provisioning not updating records in Enterprise Application

We are implementing ServiceNow and have configured SSO using SAML-basic and user provisioning via Credentials, Mappings and Settings.

We are finding that when a user record is updated within Azure, the updates are not being passed to the Enterprise Application.

Please could you offer any assistants.

    Is provisioning turned on? Provisioning on demand would update records even if the application-wide provisioning job was disabled.
