Incoming Webhooks Vs Notifications for Personal Chat

I am looking to create an App in Miscrosoft teams which would generate reminders meant for personal chat.
Wanted to check if i need to implement webhooks or this can be simply achieved through notifications.

Would be really helpful if i can get a quick response.

1. If you want to send reminders in particular time interval then power automate/flow is best.
2. Incoming Webhook allows any external apps to share content in Teams channels. These are used as tracking and notifying tools.
