What is Dynamic Update for Windows 10 for x64-based Systems ?

I have two Windows 10 PCs.
One is connected to the Internet and is automatically updated with Windows Update, while the other must be used for offline only.
In this case, the two PCs have the same software installed, and there is no difference except whether they are online or not.

Offline PCs take updates downloaded from the Microsoft Update catalog via an external recording medium and apply them manually.

The microsoft update catalog contains an update called "Dynamic Update for Windows 10".
What was recently released was "KB5007324".
