On the Azure website, I do see downtime on 13th October (but, not on 26th Oct 2021). You can also check the downtime history - https://status.azure.com/status/history/
If you see any capacity issue, please raise your request in the azure support portal so that the corresponding engineer will help you on any capacity issues. To raise a support request, please click on the below link.
