Was there a capacity problem on 26 okt 2021 in West Europe

On Oct 26, 2021, we attempted to start a Standard_D8as_v4 server and a Standard_DS1_v2 server in the Western Europe region. That was not possible at the time due to capacity problems.
Today I tried again and now without any problems.
Were there capacity problems on 26 Oct 2021?
Are these problems to be expected more often and what can we do in that case?

    On the Azure website, I do see downtime on 13th October (but, not on 26th Oct 2021). You can also check the downtime history - https://status.azure.com/status/history/
