Partner Centre API: Get offer by ID resulsts in 404

Question

I am trying to call the partner centre API operation to get the details of a specific offer using an offer id. All calls that I have made up to this point have resulting in a 404 not found error (like the endpoint doesn't exist).

Is this a known issue or am I missing some details about what parameters to use when calling this operation?
