Possible reason for "RequestDisallowedByPolicy" error code is that your administrator must have configured an Azure Policy which is preventing this resource to be deployed. You can navigate to Azure policies and check what policy is preventing this by looking into the policy definition with the ID that you received and contact your administrator who created this policy for further information.
