I want to use the printer migration tool to copy all the printer information from our Server 2019 to a standby backup server which is Server 2012. Will this work (assuming the drivers work on Server 2012)?

I Think it should work, before start take a look at this article:

    https://techcommunity.microsoft.com/t5/ask-the-performance-team/migrating-print-queues-quickly-using-printbrm-configuration/ba-p/375052

There are all the raccomandations from Microsoft.

I read a little bit of it and nothing about retrocompatibility issues...so it should work...i suppouse.
