Is it possible to train Cortana with your own data?

I am trying to build a voice-assistant for a videocall application, so you can start meetings and invite people with voice commands. This will all be in Dutch, and I want to use my own data to train the voice-assistant.
It seems like it is possible in Azure to create Custom Commands with your own data, but I don't see a way to implement this into Teams Meetings.

Another option would be to use Cortana, since it is possible to use Cortana as voice-assistant for Teams Meetings. But then I want to custom train Cortana on my own data.
Is this possible to do?
