Restricting users from creating PST

I am trying to restrict my users from being able to export their messages in Outlook to a PST file.
I have followed the article here:
https://learn.microsoft.com/en-us/exchange/troubleshoot/outlook-policy/control-pst-use

However, this method does not work for me.
Is there a way to restrict users from creating PSTs or disabling the import/export button?
The Outlook version I am using reads 'Microsoft 365 Apps for enterprise'

    I tested in my environment Outlook 365 Version 2007 Bulid 13029.20308 and can successfully disable the Import/Export button like below via the following steps:

    1. Download Administrative Template files and copy files in ADMX folder to C:\Windows\PolicyDefinitions on your computer
    2. Open your Group Policy Editor
    3. Navigate to: User Configuration>Administrative Templates>Microsoft Outlook 2016>Disable Items in User Interface>Custom>Disable command bar buttons and menu items
    4. Enable this option and add command ID (2577)

    Besides, you could also prevent users from dragging and droping emails or other Outlook items to PST file manually via enable options like below

    Hi, I have tried the steps involving the registry and couldn't get it to work. I had a Microsoft Exchange engineer try as well and he couldn't get it to work and suggested I open a ticket with the Microsoft OS team since this was related to the registry. I'm still trying to get the GPO option to work as well. Thanks.
