What does eviction rate represent? And how do I know capacity is available?

Hi All,

I have a question regarding the eviction rate that I'm seeing in SKU price history.

If there is an eviction rate of 5~10%, does that mean there is a 5~10% chance that my entire VMSS will be deallocated? Or will it be that 5~10% of my VMSS capacity is likely to be evicted? Also, what is the timeframe that the eviction rate is calculated?

Regarding capacity - I see a lot of low prices for certain skus that are typically really hard to get as standard quota. How do I know there is capacity available? Is it simply when the price is cheaper than the pay-to-go-price that there is extra capacity?

I have an enormous workload that I'd like to consider spot instances for. I see incredibly cheap prices in the spot instance pricing dashboards, but I am concerned about the eviction policy and capacity available.
