SSDT 2017 keeps failling with 'Incorrect function' error

I am installing SSDT 2017 on Windows 10 but fails with the message "Incorrect function 0x80070001."

I have done below things to fix but none of them worked:

  1. I have updated Visual Studio 2017 to the lastest version and then tried for installation.
  2. I've tried making sure my machine is completely updated, restarting and trying the install again.
  3. I've tried running the installer as an administrator.

I've taken a look at the log file and the part where it starts to error out is here:

    Solution: do check if the TLS 1.0 is blocked in the PC, if so it will not allow you to install / proceed further. Export and delete the folder "Client" and re-run the setup
    Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.0\Client

    Thank you for your response. I tried with standalone installer, but found same error.

    May I know if you install SQL Server and SSMS?

    If not, please download SQL Server and SSMS first.

    May I know if you can download Visual Studio 2019 and SQL Server Integration Services Projects?
