DHCP failover from one Windows Server VM running 2012 R2 to another Windows Server VM running 2022 fails to handout IP addresses

Old Dell Host with VM server running all AD domain services and configured as Primary DC. VM runs Windows Server 2012 R2. Server name SRV-MASTER. IP xxx.xxx.20.4

New HP host with VM server. Setup AD Domain Services role and configured to add the computer to the Windows domain as a secondary Backup Domain Controller following the installation wizard. VM runs Windows Server 2022. Server name SRV-MASTER2. IP xxx.xxx.20.5

All records in Active Directory and DNS are visible to SRV-MASTER2.

Reconfigured the DHCP server on SRV-MASTER to Hot Standby mode with SRV-MASTER2 being in standby mode for all scopes. Configured standard DNS and domain settings on SRV-MASTER2 to be used by all scopes (same as on SRV-MASTER). The IP xxx.xxx.20.5 is configured on all scopes as a secondary DNS server.

Added print server role to SRV-MASTER2.
Exported all printers from SRV-MASTER to a configuration file and imported this on SRV-MASTER2.

Setup DFS (Distributed File System) in order to replicate the E data drive from SRV-MASTER to SRV-MASTER2.

Configured DFS namespaces for shared folders - namely folder redirection and mapped drives.

With SRV-MASTER Network card disabled we tested the functionality of AD, DNS and DHCP failover on SRV-MASTER2. All worked in failover with the exception of DHCP and specifically handing out IP addresses. We know that the IP addresses are present on SRV-MASTER2 because they are all there under DHCP services

SRV-MASTER2 is authorized for DHCP and on the same subnet as SRV-MASTER. Tested Hot Standby mode and Load Balancing Mode. Followed the wizard and no errors during setup. Also checked relay points on Cisco Core Switches and even removed all security to insure no ports were blocked during testing. Still np DHCP address allocation.
