Spot virtual machine and also it is in a availability set
After reapplying the vm, issue resolved

when tries to start vm failed with error "Resource operation completed with terminal operation failed". Please let me know what could be the reason

    This may be down to a resource shortage. Please try changing the size of the VM to something else and see if it will start.
