Unable to start the Cloud Shell. not able to connect Cloud Shell. on azure portal

Not able to start Azure CLI ,not working on azure portal , please advise.
this is the below error message

Did you follow all recommendations of https://learn.microsoft.com/en-us/azure/cloud-shell/troubleshooting ?

Cloud shell is always coming blank.. I have applied the same https://learn.microsoft.com/en-us/azure/cloud-shell/troubleshooting ,but still the same issues

check that azure/network admin has not locked down support. just check the debugging tools -> network, and see if urls are blocked.

in the same debugging tools, you can check for any script error due to browser compatibility.

Azure Cloud starts, but is not working correctly and this is the message I am getting. Cloud Shell will not let me download a json file.
