    Hi @Ramki ,

In MS teams if any persons attendeding the conference call, if any one of the person has poor qulaity of netwok , like packet loss , high jitter, latency high......This will impact the whole meeting...am i right...

This may indeed have impact on the whole meeting especially if the problematic person needs to join the discussion or share a video during the meeting, as others may experience issues like hear the garbled robot voice or see choppy video.

if Y has the some bad connectvity, Y usually gets the above message during the teams meeting / confernce call. will the same error message will appear to X and Z. if yes, what is teh logics

As far as I know, this message would only pop up to users who have bad network quality, that is, only Y will see the message in your example.
Per my understanding, as indicated in the message, it's intended to suggest the user who has bad network quality to join the meeting with phone instead. It's not necessary for others who are in good connectivity to join with phone, so it actually doesn't make sense if the message appears to everyone in the meeting.
