Azure provides resource usage reports, but it doesn't have any dimension to segregate usage based on the user. For example, the VM billing will be running if there are no active users logged in. You can do VM scale-out or scale-in based on different metrics such as Percentage CPU, Network In, Network Out, Disk Read Bytes, Disk Write Bytes, Disk Read, Operations/Sec, Disk Write Operations/Sec, CPU Credits Remaining, and CPU Credits Consumed. You can create multiple rules to make the scaling happen (out or in). Note: If there are conflicting rules, scale-out rules take priority over scale-in rules.
