The maximum size of array element is 10,000 characters.
When I run my app, I'm getting back the following error.
• Failed Translate: EXCEEDED_LIMIT_CHARACTERS : 11,948
Does the number mean I have exceeded the maximum size by that number of characters? So that my original array in this case would have been 21,948 characters?
What is the work around?

This means your current char is 11,948. Please notice, the limiation is only for per request., so if your input is too long you can spilit it to several requests. It's recommended to send shorter requests. You're charged per character, not by the number of requests.
