Server 2016 OS build 10.0.14393.1770 not updating with latest cumulative updates

Question

Windows Server 2016 Version 1607 OS build 10.0.14393.1770
The server is not updating with latest cumulative updates, windows update is setup with a local intranet wsus, cumulative updates are marked as not needed, the same updates are needed for OS build 14393.3269.
Manual install also failed, not compatible.

How can I update the servers with the latest security updates ?

Try downloading and installing the prerequisite latest SSU
https://www.catalog.update.microsoft.com/Search.aspx?q=KB4565912

followed by the latest cumulative update.
https://www.catalog.update.microsoft.com/Search.aspx?q=KB4571694

Agree with DSPatrick.

It is recommended to install the latest SSU(KB4565912) and then install the latest CU(KB4571694).

In addition, we can also install the latest updates as this link.

Thank you @Dave Patrick and @Rita Hu -MSFT
After installing the latest SSU I was able to install the latest cumulative update manually with Update standalone installer.
In WSUS the cumulative updates are still marked as not needed for 2016 server with this OS build.
