How to block Azure bots from visiting my blog?

Long story short: Someone is using Microsoft Azure bots to spam my visitor logs to create paranoia. Due to privacy reasons and to not be found by the person I suspect is doing this, I will not reveal my blog URL except for the fact it's from Tumblr.

While the visits doesn't do anything harmful such as stealing data, it visits the first few posts of my blog and repeats it three times, taking up a whole page from Statcounter. Banning the IP address is a temporary fix and it changes every time (as listed here in the screenshot, 40.76.162.191. Previously, it's 40.76.162.191, 40.76.162.208, so on and so forth.) It creates a spam and takes up space, reminding me that the person is actively trying to scare me and has no intention of leaving me alone. It's a long story for this context between me and this person and I won't discuss it for my privacy and it's unnecessary for the main question I have: to get rid of the bot.

Confronting the owner of the bot is not an option and I do plan to delete this question if this question is resolved!. I have no knowledge of Microsoft Azure nor do I know how to implement a permanent ban for bots on a niche site such as Tumblr. I'm open for any alternatives for this if permanent banning can't be possible.

    @Figma Beginner Thanks for reporting your experience with this spam bot. Azure or Microsoft do not intend to host any service that would create spam or abuse or originate a cyber-attack against any individual or corporation. To ensure such activities do not occur the Microsoft Security Response Center(MSRC) has setup a form to report such abuses to Microsoft.
    This form would request some details of the incident like the IP or URL of the source, destination, incident reported time and additional details that could help the team lookup the issue and investigate. You can submit the report anonymously to ensure your details are not shared. Please ensure to read the info at the bottom of the page about Azure which details how Microsoft could help you if any illegal activity is detected.
