How to straeam soundcard microphone and output via local network?

I'm wondering if íts possible to make a program that streams the mic in and sound card out to an url that can only access via local network. Via an IP address or something. No other pc/laptop needed to receive, just a browser.

I found streamwhatyouhear.com but that's only for the output sound (music) via speakers/headset and no input via mic. It's like setting up a radio server but on a local network.

Anyone?
