Azure Dev/Test MS-AZR-0023P and spot VM

Hello,

I'm confusing about Spot VMs for Azure Dev/Test subscription. I could not create any size at any location with Spot/Low Priority, tried both portal and cli. My subscription has enough quota for spot. Anyone has solution for this case?

    Spot VMs are not supported on Dev/Test subscription types, see below:
