I have been tasked with upgrading our domain local functional level from 2012 to 2016.

I'm looking for analysis tools that can tell me which existing 2012 group policies and other resources are compatible with 2016 functional levels and which ones are not.

As I understand it, there used to be a Powershell script that did just this. But it appears to have been retired and many of the commands in it look like they've been deprecated.

Does anyone know if Microsoft (or anyone else) has come out with a tool that does the same or a similar job?

Generally a functional upgrades adds features so there should be any problems.
