My VS 2017 apps work fine in debug mode. However, when I try it in VS2022 I receive 'Microsoft.ACE.OLEDB.12.0' provider is not registered on the local machine. My desktop programs work in VS2022, just not my asp.net programs
Are you trying to connect the VS2022 to the Access using the ACE? Please note that the VS2017 is 32-bit and VS2022 is 64-bit. The ACE has 32-bit and 64-bit versions which cannot co-exist in a PC. Your ACE is 32-bit if you could use it with the VS2017. Probably that's why.
Thanks. But, I am using VS2022 with my desktop programs which also use MS Access. They connect to the same databases.
Please consider to use one of the following combinations:
(1) OS: 64-bit / Desktop App: x64 / ACE: 64-bit
(2) OS: 64-bit / Desktop App: x86 / ACE: 32-bit
(3) OS: 32-bit / Desktop App: x86 / ACE: 32-bit
I am sorry. I don't understand. Are you asking me how my desktop programs are configured? If so, where do I find that?
The problem I am having is with my asp.net programs when I run debug on vs2022.
On my asp.net properties, the Target CPU is set to Any CPU in properties. I have tried running it changed to x86 and receive, Could not load file or assembly xxx or one of its dependencies. An attempt was made to load a program with an incorrect format. At x64, I receive the provider is not registered error. Even when I have changed the target cpu, on the icon at the top, it shows Any CPU. I can click on Configuration Manager and it shows Platform as Any CPU. choices under it are new and Edit. New gives x86, but if I chose it, I receive the incorrect format error.
VS 2019 works fine, as well
You said "I am using VS2022 with my desktop programs which also use MS Access." IMO "desktop programs" does not mean the ASP.NET Web application.
Anyway, if you talking about the ASP,NET Web application complied with Any CPU deployed to the IIS, consider to use one of followings depending on your ACE:
(1) ACE: 64-bit / OS: 64-bit / IIS Enable 32 bit Applications: false (Default)
(2) ACE: 32-bit / OS: 64-bit / IIS Enable 32 bit Applications: true
(3) ACE: 32-bit / OS: 32-bit / IIS Enable 32 bit Applications: true

I am worried that my knowledge is inadequate. I tried to find what ACE meant other than being part of ACE.Oledb... I couldn't find out. So, I am not sure where to use 1, 2 or 3 (in other words, which settings to change.
As for the IIS and IIS8 web page, on the one application pool I had, I enabled 32 bit. After doing that, in trying to start my application, I received
System.StackOverflowException
HResult=0x800703E9

Microsoft Access Database Engine 2010 Redistributable

If not I guess you have installed the Office. The ACE was probably installed together. 32 or 64-bit depends on the Office.
Thank you so much for continuing to deal with me. I did install the 2010 redistributable. I could not install the 64-bit because my office products are 32 bit. I did reinstall the 32 bit.
Could the issue be that I have only a Default App Pool under my IIS manager? The link shows an individual Asp.net pool.
I suggest that you create a separate application pool in which the "Enable 32 bit Applications settings" is set to true.
and use it for your application which requires the 32-bit ACE.
