How to customize toolbar of My ShellView?

I implemented a (IShellFoder and IShellView),I want to customize toolbar,but I using IShellBrowser::SetToolbarItem() return NO_IMPLEMENT,
GetControlWindow(FCW_TOOLBAR, &toolHwnd), toolHwnd is Null
SendControlMsg(FCW_TOOLBAR, TB_ADDBITMAP, NULL,
reinterpret_cast<LPARAM>(&tbb), &lhr),return E_FALL
