Deploy PDF files to Desktop

I would like to deploy PDF file to user's desktop from Intune.
Is it possible to do it directly or should I leverage the method of using Win32 application deployment or a Powershell script

    Here is another approach where you don't need to package anything and use a cloud source to configure things on the fly.
