According to my research, the client will use 32bit, and Server use 64bit, so you need to install two version to test and you can refer to this link: https://stackoverflow.com/questions/39776069/ssdt-in-visual-studio-2015-oracle-connection-issue.

Oracle data source error Report Server 2019 (works in report builder)
I have SQL Server Reporting Services (Version 15.0.7842.32355)
I am getting the following error for my connection to oracle
Couldn't connect
The report server couldn't connect to the data source using the information you entered. Make sure you've entered the connection string and any credentials correctly.
Hide error details
An attempt has been made to use a data extension 'ORACLE' that is either not registered for this report server or is not supported in this edition of Reporting Services.
I know the connection works as it is successful in report builder and VS2019 on the same machine running the report server.
I have 2 oracle clients installed
- ODTwithODAC122011
- ODAC122011_x64
Everything seems to be working other than reports trying to connect to oracle from the Reporting Services UI
Any ideas?

Which Edition of the SSRS are you using? You may check in Report Server Configure Manager.
If you are using Express Edition of SSRS, here is a limit to connect to reemote and non-SQL data source support.
Please have a double check.

I uninstalled all existing oracle drivers and re-installed them.
The difference this time is that I installed the drivers on the same drive as my SQL server install (E:) so that the driver folders and paths matched the documentation provided by @AniyaTang-MSFT
