Hi,
As I see you are using Microsoft Learn with pre-staged environment. These environments have some Azure policies defined to avoid using them for unintended purposes. If the exercise is correct and the environment does not allows you that action it might be best to contact Microsoft Learn support and notify them.

You can also try to create service plan with other (lower) SKU and see if that works.
