DevOps pipeline Build number time is not UTC?

Question

Running build on Azure DevOps pipeline agent.
I use pipeline options to set build number format as: $(date:yyyy).$(date:MM).$(date:dd).$(Hours).$(Minutes).
This succeeds, but the time us/ed as build number is two hours later than UTC time.
Docs say should be UTC.
