FormRecognizer issues while creating Custome model

Question

I keep getting "Operation returned an invalid status code 'Bad Request'" error messages, though I ensured that I picked the correct supported region (South Central US) and also ensured that the forms recognizer name, storage name and everything are valid. Try many times, but no luck.

Also found a bug, where it mentions that the "Selected resource doesn't support Neural model training Click here for details", but it should actually say "select region, not location, because I picked East US2 at that time.

Attached are the 2 screenshots and I can provide more details if needed.

After few tries, I was able to successfully create the custom models over the weekend (attached), but as you can see in the screen shots from the prior post:
First and Second screen shots - It shows "Operation returned an invalid status code 'Bad request'", though I selected SouthCentralUS, which is a supported region. Why did it throw this error and the error message is not helpful at all to troubleshoot further.
Third Screen shot - I selected WestUS2, which is not a supported region. In this case the error message says, "Selected resource doesn't support,,,,, etc" but I think the error message should say, "selected resource is not supported in this location", or something like that as it would be more specific, because I had to do lot of research and finally was able to identify that I was picking a non-supported region.
