WU shipping label submit fail

We submitted WU on 8/10. But we noticed MSFT rejected the WU request. The error message below.

Rejection Theme: Bad Submission data Rejection Reason: Other please specify Provide Measure ID(s): ADO bugId: 40865006: Bug ID(s) and Partner ID(s): Link to documentation: Link to reliability report (if applicable): Details: Due to an issue in Hardware Dev Center, you need to create a new driver submission. Using the new submission to publish. Attempting to republish your existing driver submission will result in automatic rejection

We didn’t see this kind of error message before. this time we also follow general working model which same as previous submit ion.

Would you help to give comment on it?

    Since there is no information about the error or description of the cause, the best recommendation is to directly open a ticket from the Partner Center, so the Microsoft Technical Team can review the submission and provide more information, as well may provide how to resolve it.

    Access to Partner center: https://partner.microsoft.com/en-us/dashboard
    Once logged in the Dashboard, click on the ? icon on the top right, and chose "Technical Support"
