I need some help in creating and enforcing the English language based on Active Directory Country attribute.
Country: USA
Default: English (United States)Country: Australia
Default: English (AU)Country: UK

How to set the Group Policy like the above for all of the Office 365 desktop applications on Windows 10?

there are no Group Policy settings to achieve your goal.
The OS language settings are best set at OS installation time, also same for M365 app for enterprise (office 365 proplus).
you can reconfigure Windows language settings using DISM, note that depending on the scenario you may need to supply language files. some tips here https://www.reddit.com/r/sysadmin/comments/6vjdi9/windows_10_default_language_gpo_or_registry_hack/dnuwkk4/
for Office, you'll need to rerun the ODT (setup.exe) with a suitably modified configuration.xml, and will also need to supply the relevant cabfiles, depending on the scenario.
Hi @DonPick The workstations have been deployed and spread across different cities already.
Not sure if DISM can assist in globally enforcing the settings.
You could use DISM, called from a script, which could be called from a Group Policy, to regulate that language config for the OperatingSystem.
You could take a similar approach for Office, calling ODT (setup.exe), called from a script, called from a Group Policy.
Group Policy does have limitations, this is why other tooling is offered by MSFT and by ISV's, e.g. MEMCM (SCCM) or PDQ Deploy or many other choices for pushing configs or packages

As per the article above, Do you mean using Computer Startup Script which is like:
Dism /image:C:\test\offline /Set-UserLocale:fr-FR
Dism /image:C:\test\offline /Set-SysLocale:fr-FR
yes, some form of startup script that could call DISM to adjust the locale, is what I was thinking of.
the script could check the AD attribute/value of the AD computer object, and then set the locale?
