New commerce experience in CSP for Azure expanding to Government Community Cloud (GCC)

Starting August 24, 2021, we’re excited to announce the availability of the new commerce experience in CSP for Azure to all GCC partners. This experience will streamline and improve the way customers buy and consume Azure services. It will also give partners in the CSP program a consistent view of Azure pricing across sales motions, US dollar pricing for global consistency, billing date alignment, and access to Azure Cost Management. We also have a functionality on Partner Center that helps CSP partners move customers from existing CSP Azure offers to Azure services under the Azure plan.

Enhancement of tool for transfer of Azure subscriptions between partners in the Cloud Solution Provider (CSP) program
Summary
The existing Azure subscription transition tool will be enhanced so that a customer’s previous Azure offer in CSP subscriptions can transfer between partners.

Details
Starting July 21, 2021, the existing Azure subscription transition tool will be enhanced so that a customer’s previous Azure offer in CSP subscriptions can transfer between partners while transitioning those subscriptions to the new Azure offer plan. The tool and process that partners need to take will remain the same as the partner-to-partner new Azure offer plan transfers. Find detailed information in the partner guide.
Azure subscription transition tools expand the new commerce experience for Azure in the CSP program, making it easier for CSP partners to manage Azure in ways that adapt to customers’ evolving business needs. Partners can save time with this easy-to-use self-serve tool for Azure transitions. There will be no disruption to Azure services during the transition of billing ownership.
Key capabilities and considerations
Transitioning a subscription from the previous Azure offer to the new Azure offer plan can change the billing currency. In the new Azure offer, partners will be billed in the customers’ location currency, except for the European Union/European Free Trade Association and United Kingdom regions, where from August, all partners in these regions will be billed in partners’ location currency.
Azure reservations don’t transfer.
Transition is driven by customer decision and occurs only when both partners take explicit action.
Transition is immediate, with no customer downtime or impact to Azure services.
This tool experience on Partner Center will be available for direct bill partners and indirect providers. Resellers need to work with indirect providers to use this tool on their behalf.

Changes to Azure offer availability related to the new commerce experience in CSP for Azure
Summary
This communication is an update to the changes in the Azure offer availability in Cloud Solution Provider (CSP) for the new commerce experience.

Changes to the previous Azure offer availability in the CSP program.
In January, we informed partners about upcoming changes to the previous Azure offer availability in the CSP program. See also January 2021 announcements for the January announcement details.
We announced that there will be three phases of change to the previous Azure offer, and we’ll inform partners six months in advance before the start date of each of these three phases.
As announced in January, the start date for phase 1 is today, July 21, 2021. We’re also announcing that the start date of phase 2 will be February 1, 2022.
Three phases
Phase 1: Beginning July 21, 2021
In phase 1, all new Azure CSP program business will be on the new Azure offer (Azure plan). The following guidelines will apply:
For all existing reseller relationships between partners and customers in the CSP program, if the customer has already purchased the previous Azure offer, the partner can continue to transact, and the customer can continue to purchase the previous Azure offer from that partner.
The previous Azure offer will no longer be available to new partners transacting in the CSP program.
The previous Azure offer will no longer be available to new customers purchasing via a partner in the CSP program.
For all new reseller relationships or new customer acquisitions, partners can only transact the new Azure offer (Azure plan).
For all existing reseller relationships between partners and customers, if the customer has never purchased Azure before, the partner can only transact, and the customer can only purchase the new Azure offer.
Phase 2: Beginning February 1, 2022
In phase 2, incentives and partner margin opportunity will be removed from the previous Azure offer.
Previous Azure offer in CSP
The partner margin opportunity and incentives associated with the previous Azure offer in CSP will be removed.
The price of the previous Azure offer in CSP will equal the estimated retail price for Azure.
New Azure offer in CSP (Azure plan)
Partners will continue to be eligible to earn partner earned credit (PEC) on the new Azure offer (Azure plan) in CSP.
Partners enrolled in Microsoft Commerce Incentives will continue to be eligible for incentives related to the new Azure offer (Azure plan) in CSP.
Partners with silver cloud platform competencies will be eligible for additional incentives related to the new Azure offer (Azure plan) in CSP (effective October 2021).
Phase 3: Date to be announced
In phase 3, any remaining customers on the previous Azure offer will be migrated to the new Azure offer in the CSP program (Azure plan). As with the previous phases, we’ll communicate the phase 3 start date to partners six months in advance.
Partner earned credit
With the new commerce experience, partners get recognized for differentiated value-added services on an ongoing basis through the PEC model. PEC rewards partners who focus on driving customer success via value-added services that generate sustainable profitability.

Introducing API throttling to partners calling Partner Center APIs

Details
Starting October 2021, Microsoft will be implementing API throttling for a more consistent performance within a time span for partners calling the Partner Center APIs. To prevent the overuse of resources, throttling limits the number of requests to a service in a time span. When a throttling threshold is exceeded, Partner Center limits any further requests from that client for a period of time.

While Partner Center is designed to handle a high volume of requests, if an overwhelming number of requests occurs, throttling helps maintain optimal performance and reliability for all partners. Benefits include the following:

As we draw closer to December 31, 2021, which is the last day to transact Open License program offers this month, Microsoft is pleased to release a series of new software offers in the CSP program, enhancing the reach of these hybrid products beyond commercial segments.
Government, education, and nonprofit customer eligibility for software license orders in the CSP program
As previously announced, government, education, and nonprofit software license offers are now available for eligible customers in the CSP program—nonprofit offers will be released in three to five business days. From today, the current customer eligibility and/or validation processes used in the CSP program applies to these offers, delivering a compliant and secure customer experience:

For customers who want Software Assurance (SA) on their perpetual software licenses, the Open Value (OV) program is available for all segments.
Get Genuine Windows Agreement (GGWA) and Visual Studio Pro
GGWA and Visual Studio Pro will launch in the CSP program over several days in mid-July.
Next steps
Note that December 31, 2021 is the last day to transact Open License program offers. As of midnight of January 1, 2022, partners must be onboarded into the CSP program to transact perpetual software offers. Therefore, between now and December 31, 2021, if your business has sales of perpetual software to customers through the Open License program, you’ll need to:
- Onboard to the CSP program if you’ve not done so already.
- Transition Open License program customers, sooner rather than later, to the CSP program for perpetual software needs, or to the OV or Open Value Subscription programs to protect the revenue streams of customers with SA needs.
For indirect providers, ensuring your resellers are prepared for these changes is a major factor for a successful transition. We urge you to begin this process as soon as possible. We’ve created a series of readiness materials to help you prepare and accelerate your reseller onboarding activities, along with upcoming webinars for reseller awareness:

Corrections to August license-based services price list preview for Enterprise Mobility & Security (EMS) E3

As announced in February 2021, Enabling remote work and new scenarios with Microsoft 365 E3 - Microsoft Tech Community, there will be a price increase for Enterprise Mobility & Security (EMS) E3, Enterprise Mobility & Security (EMS) E5 and all Intune standalone products effective August 1, 2021. The price for Microsoft 365 E3 and Microsoft 365 E5 will not change.
The August preview price list for license-based services posted on July 1, 2021, did not reflect the price increase for Enterprise Mobility & Security (EMS) E3. A corrected preview price list was published on July 15, 2021.

Software in Microsoft China Corporation Limited (MCCL) Cloud Solution Provider (CSP) and Open License change

Summary
Following the May 6, 2021 update, we want to update you on our progress with key announcements about Software in Microsoft China Corporation Limited (MCCL) Cloud Solution Provider (CSP) landing and Open program changes.
Impacted audience
Partners in the MCCL CSP program
Details
Software in MCCL CSP general availability date
Targeting the first week of August 2021, partners enrolled in the MCCL CSP program will be able to sell perpetual software licenses for on-premises deployment through MCCL CSP. This will give customers the licensing flexibility that they need as part of their digital transformation.
Open License program retirement
From January 1, 2022, customers will no longer be able to buy new or renew software licenses through the Microsoft Open License program. Until then, all customers can continue to purchase through the Open License program.
Open License program price change for government
From July 2021, government customers will see varied price increases to the Open License program government on-premises SKUs, such as License (L), Software Assurance (SA), and Microsoft License and Software Assurance (L&SA). This is a continuation of work that started in 2018 to align the price setting for government organizations with the new commerce experience. The Open License government price will then be equal to the lowest commercial price, creating parity with the new commerce experience pricing in the CSP program and making it easier for government customers to compare solutions. SA purchases
SA benefits will continue until the SA term expires, even if the expiration is after January 1, 2022. The Microsoft Open Value (OV) program is recommended for future purchases that include SA.
Note
There are no plans to change the OV or Open Value Subscription programs.

Microsoft runs on trust. We’re committed to providing a compliant, safe, and secure method of customer address validation for transacting customer subscriptions in the CSP program. Beginning July 13, 2021, changes to the Validate Address API will be live.
Note that these changes affect the Validate Address API only. The Create Customer and Update Billing Profile APIs aren’t affected. Currently, the suggested address doesn’t have to be used with the Create Customer API, but it’s highly recommended.
The response will return one of the following status messages:

Keep your Microsoft certifications active with help from Partner Center

Keeping your Microsoft certifications active just got easier, with help from Partner Center.
You've always been able to view your organization's certifications in your Partner Center dashboard, but now you can also view their expiration dates in both the User Skills Report and the Partner Center Insights Training Report. These updates put you in control of the certification renewal process for your organization. Read on to learn how to find the reporting updates and how they'll benefit you.
In the Competencies section of your Partner Center dashboard, you'll find your Competency Report. When you export the data to Excel, you'll see your User Skills Report, which provides a list of the achievements you've earned (such as certifications and exams) that qualify you for competencies. There's a new column at the end of that report labeled "Skill Expiration Date," where you'll find expiration dates for your employees' role-based and specialty certifications.
In the Organization Skills section of your Partner Center dashboard, you'll find your Partner Center Insights Training Report. When you export this report's data to Excel, you'll find a new Expiration Date column, which contains the expiration dates for your team's certifications.
These updates help you to take action quickly and remind your employees to renew their certifications, keeping both their credentials and your MPN program status active.
How does the new certification renewal process work?
- Instead of going to a testing center and paying to retake the certification exams, your employees will visit Microsoft Learn and pass a free certification renewal assessment that tests them on the latest technology updates.
- As their certification expiration dates near, they'll receive email notifications from Microsoft, directing them to the certification renewal assessment on Microsoft Learn.
- Online learning paths contain study material to prepare for the assessment, which they can attempt as many times as they need.
- Passing the assessment extends their certification expiration for one year.
- This process repeats each year, ensuring skills are current.
To align with this new annual renewal process, Microsoft is also changing the validity timeframe for role-based and specialty certifications from two years to one year. Starting June 30, 2021, all role-based and specialty certifications earned will be valid for one year.
Note that Microsoft Fundamentals and older legacy certifications are exempt and are not affected by the new process.

Windows 7 Extended Security Updates (ESU) Year 2 (2021) product key issue resolved

Details
A temporary issue was identified for Windows 7 ESU Year 2 (2021). For orders placed between May 18, 2021 and June 10, 2021 partners/customers may have received a product key for the Year 1 SKU (2020). This issue has been resolved. Any orders placed after June 10, 2021 would have received the correct key for Windows 7 ESU Year 2 (2021). Through the CSP program, partners can digitally transform their customers’ businesses with industry-leading cloud-based solutions. As part of this effort, we’re retiring existing discounted SKUs (see the Retired SKUs tab in the Dynamics 365 Cloud Migration promotion and retired SKUs Excel file) on July 31, 2021 and replacing these with new Dynamics 365 Cloud Migration promotion SKUs.
Microsoft is excited to announce the launch of the Dynamics 365 Cloud Migration promotion on August 1, 2021. This new promotion provides discounted Dynamics 365 online services to drive customers’ migration to the cloud. It also supports customers who have started their digital transformation journey under legacy migration offers to transition to the new promotion pricing.
Dynamics 365 Cloud Migration promotion
Benefits
The Cloud Migration promotion offers the following benefits to customers:
40 percent discount for Dynamics 365 Online Services with a three-year subscription, providing price predictability during migration to the cloud.
Dual-access rights (concurrent on-premises and cloud use), supporting user access prior to on-premises solution sunset when cloud migration is complete.
Supports phased cloud migrations, allowing organizations to add new users through the term of the promotion.
Terms
Licensing program: CSP
Product: Dynamics 365 Cloud Migration promotion
Promotion discount: 40 percent
Promotion duration: August 1, 2021 to June 30, 2023
Subscription term: Three-year subscriptions; promotional price isn’t renewable.
Licensing requirements:
All Dynamics on-premises licenses (Dynamics AX, CRM, Government partner, NAV, Subscription License, and others) with an active Dynamics Customer Services and Support plan (for example, Enhancement Plan or Advantage Plan) or Software Assurance (SA) and renewing into Dynamics 365 online services.
All Dynamics 365 online services with active subscriptions for Dynamics 365 from SA or Dynamics Price List, Dynamics 365 Cloud add-on, Dynamics 365 Qualified offer, or Dynamics 365 Cloud Migration offer.
This promotion isn’t applicable to net-new cloud customers or inactive Dynamics on-premises customers. (Refer to the online services policies.)
