Assign Microsoft Stream (Classic) admins
Stream (Classic) admins manage creation of company-wide channels, can edit video metadata for all videos, reassign ownership of a group or channel, remove videos, and can set up a Stream (Classic) usage policy for your organization.
To assign users the Stream (Classic) admin role, you must have the Microsoft 365 Global Admin role.
This video shows the steps to give Stream (Classic) admin permission to users, and shows the experience for admins and users.
In Stream, go to Settings > Admin settings.

In the Add an admin box, select a user or a security group.

Admin experience
When a user with Stream (Classic) admin rights goes to Stream (Classic) settings, they see Admin settings.
They can do the following tasks:
Manage ownership of a group, channel, or video
Experience for other users
If you're not a Stream (Classic) admin, when you click the Settings icon
you won't see Admin Settings. If you need Stream (Classic) admin rights, contact your IT department.
